    he lived in another time, his political prowess and idealistic policies may have worked infinitely better; however, he immersed himself amidst a quagmire of one bad policy move after another  until the country reached one of its lowest economic points of all time. Franklin Delano Roosevelt followed behind Hoover in the presidential position and promised to clean up the  political, economic and social disarray Hoover had left behind, a tremendous challenge he met head on and one that would ultimately establish him as "the greatest leader of democracy, the  greatest champion of social progress in the 20th century" (Berlin, 1981, p. PG). II. FDR Much like his political predecessors who sought  to bring peace and prosperity to the nation, Franklin Delano Roosevelt possessed a leadership quality that set him apart from a great many other leaders of this or any other  time. The concept of leadership is easy to define, but it is not as easy to execute; FDR was not only able to characteristically recognize the inherent demands of  the job as Chief Executive of the United States, but he also rose to the challenge both consistently and uniformly. For example, he negativity surrounding the issue of homelessness  spawned real concern for the way these hapless people were treated; to be sure, they were hardly regarded as "normal" human beings when society looked upon them with such contempt.  In an effort to reverse the ill effects of such media hype, Roosevelts State of the Union Address proposed an idea of constitutional protection in the Economic Bill of  Rights. This plan, which intended to guarantee every United States citizen the right, among other things, to satisfactory income, suitable work and decent shelter, is what homeless advocates are
