Baltimore Child Protective Services Baltimore Child Protective Services (CPS) is part of the Maryland Department of Human Resources (DHR). The  mandate of CPS is to address the needs of abused or neglected children, placing them in forms of permanent and temporary care when appropriate, and helping families to remain together  when it is in the childs best interest (DHR, 2007). The Baltimore branch of CPS serves a population of 631,366, which is ethically diverse in nature. As a general policy,  CPS seeks to keep families together and address the needs of children within their homes through intervention services and/or assistance, as this strategy has been judged by scholarly opinion to  be preferable to placement in foster care. To accomplish this objective, CPS caseworkers form a relationship with families "in order to identify,  control and reduce" any risk that may be present in regards to child abuse or neglect (DHR, 2007). CPS intervention consists of a process that formulates a "deliberate, reasonable, mutually  agreed upon strategy," in which the CPS employees works cooperatively with parents to reduce risk, moving families toward specific, positive objectives (DHR, 2007). In some instances, the caseworker may initiate  direct intervention services or the caseworker may act as a case manager and coordinate the administration of the needed services (DHR, 2007). This is a huge area of responsibility and  recent reports and analyses on CPS have revealed problems.
