In history however, there have always been documented cases of police corruption in the United States and around the globe.  From as early as 1890, police corruption within the drug trade has existed in the U.S. and was protected by the law. The degree of police corruption seems to vary  greatly from district to district and illicit crime organizations locate themselves traditionally in the more corrupt police areas. In the middle of the century, federal law basically made officers responsible  for their own actions. Recently however, the Supreme Court has lessened that responsibility concerning the deaths of innocent victims during police actions. Now police officers are only responsible for their  actions if the actions are deemed shocking and with the intent to do harm. Many people feel that this decision is an extreme step backwards in police responsibility. Luckily, some  districts are taking the responsibility into their own hands by developing community policing projects which allow for the recruitment of new officers who would interact with local neighbourhood representatives, social  workers, and attorneys to combat crime in their area. Police corruption is not a new issue nor is it exclusive to North American communities. Much of the history of documented  police corruption came to light during the Chicago illegal drug trade from as early as 1890. During the early 1900s, there were few restrictions on the drug trade and it  was not until around 1910 that the Progressive reformers in Chicago took an active interest in diminishing the extensive drug trade in the city (Spillane, 1998). This drove the drug  trade underground and certain districts and neighbourhoods became established depending on the leniency of the police forces in certain areas.
