Other suggestions are made to change the legal system in order to lower costs for malpractice insurance. The problem of the medically  uninsured goes unresolved in the United States. It is an issue that is not really ignored. Politicians talk about it all the time, but it is yet to be resolved.  In fact, it is usually a significant campaign issue. During the 2004 presidential election, Bush and Kerry each bashed the others policies, but four years prior, Clinton promised that health  insurance would be transferrable and affordable. All Americans would hold cards which would be the key to their health insurance access. No one would have to worry about health insurance  anymore. That was in 1992. In 2005, health insurance is still a significant issue. It is estimated that approximately 45 million Americans are presently uninsured (Zwillich, 2005). The problem is  bigger than the individual who has to worry about his liability or what would happen if he got sick. It goes to the rising health care costs for all Americans.  Presently, individual health insurance is prohibitively expensive for many families. Employers offer coverage at markedly reduced rates but they decide how much the employee will pay and how much they  will pay. Even with employer offerings, some people do not feel they can afford the high ticket item. Some individuals are irresponsible and do not think of the consequences of  not having coverage. They knock wood and hope to sail through life without a problem. Of course, that seldom happens and one accident or serious illness can bankrupt most individuals
