    managing its own funds and its own interests then undertaking meeting with Joy Street. The culture has been that of fragmentation. The changes which have been seen at Joy Street  and the changing of the council to a board of directors order was created and some of the issues that made the organization very bureaucratic had been trimmed down to  a more efficient organizational structure, but this has yet to be implemented at the chapter level. The chapters can still be utilized as an effective wheel and spoke structure,  but the way that projects and voting g takes place needs to change and communication needs to be improved, as seen with the Pemigewasset River in New Hampshire where the  vote needed to be passed by eight towns, but was only passed by one of the eight, the loacal AMC members could have played an important role in the designation  of this area being designated as a Wild and Scenic River, but they were not able to communicate with the town memberships. The organization needs to create more communication  channels internally and externally and stream line the current bureaucracy, possibly mirroring the changes at Joy Street where it was a board with a longer term commitment that sat. This  does not needs to create a culture clash, but it would enable between communication channels to be realized whiles decreasing the cost of the local chapter committees. Joy Street could  then be involved as a central force and facilitates communication between the chapters as well as provide guidance and training to the volunteers that represent the local chapters. By  having a better communication internally there could also be better communication externally, more funds could be freed for helping with external communication to help with causes as well as
