    an acceptable alternative to an unwilling parent. For the pro-choice groups it is the exercising of womens rights over their own bodies and may be a better option than bring  an unwanted child into the world. Controversy exists regarding not only whether or not abortion should be allowed but also the stage at which they should be bared, this is  something over which there is not a unified agreement and there are differing policies in the Australian states and territories. For example, in Queensland and Victoria it can take place  up to 24 weeks, but in New South Wales it can only take place up to 20 weeks (Poposka, 2006). More controversially in all three it may not bee  seen as automatically a womans right, but an issue that can be subject to judicial decision where courts can determine if the women has a right to an abortion (Poposka,  2006). The controversy moves into a more public area of consideration when many of the abortions are paid for by the public purse under Medicaid as well as the private  procedures some of which will also be subject to a Medicare claim (Chan and Sage, 2006) at a time when there are pressures to reduce public spending and a general  social trend for individual to increase their personal responsibility. The issues concerning Medicaid need to be seen in the broader context, they may be argued by different sides as state  sponsored murder or state sponsored support of civil rights and responsible reproduction (Poposka, 2006). Putting aside the ethical issues on whether or not abortions should be practiced, which inevitability  is linked to arguments regarding the use of public funding; the economic issues are also a consideration. It may be argued that there is a high cost to withdrawing public
