This indicates a low trust environment where the employees are seen as merely there to carry pout the  tasks they are told to, acting as cogs in a machine, rather than to have any input or control over that work (Greco, 1999). This is an approach that is  known to create motivational problem with employees (Greco, 1999). The meeting is one that is carefully managed to ensure that the facility manager; Anthony Fisher, does not get a  chance to make any real headway. He is a facility manager and is feeling very de-motivated. Anthony is given a budget to which he has to stick to. However he  is given nothing other than the monthly figures. One of the figures is the allowance for the head office overhead. This is budgeted at one figure and then appears at  a very different rate. The impact of this was to take a facility that was running within the budgeted figures to one that was exceeding budget, but the manager has  no ability to control this or even try to compensate for it as the figures are not known in advance. Anthony wants to the have some control over these costs  to manage his facility, but he is not being allowed this. If we look at the way head office is being run it is very clear that this is a  purposeful strategy. There have been upgrades with aspects such as real time accounting introduced. This is a system which will allow the company to see what the position is exactly  at any given point in time. This can be seen as giving those with access to this a greater level of control. However, as information is power, they are withholding
