The problems that have been encountered are largely attributable to the parent company--but in part due to losses of BCN--and this has created a dismal  state of affairs. It is hard to say how BCN will fare. It is not in a good position presently and it seems that competition will hurt the blues in  the 2000s. In the past, Blue Cross/Blue Shield had an excellent reputation, but for those who have access to the network, it is perhaps a better choice to go  with a competitor that might have lower premiums and better service. While BCN has been under good leadership, it has had some problems in keeping things stable as it has  endured loss of top management. Although BCN is now on shaky ground, it could improve and come back to fight another day. Making changes in management style, looking at costs  more carefully and making needed cuts, in addition to reaching out to customers in other ways can make the future brighter for this struggling organization. II. Background  The Blue Care Network (BCN) of Michigan has been associated with the Blue Cross Blue Shield company also in Michigan with a family of products that has  been around since the middle of the 1970s ("Company," 2002). There was a time when BCN was comprised of four separate HMOs, but the Blue Care Network became a  single organization on February 1, 1998, which was a time when four regional Blue Care Network plans merged (2002). The Blue Care Network now has at least  600,000 members and its network boasts at least 3,000 primary care physicians as well as more than 7,000 specialists and 118 hospitals ("Company," 2002).
