The purpose of the evaluation is clearly described, this is outlines in the title, however this does  not tell s in what ways it is to be assessed. In the abstract as well as the background we are told that this is a report into the effectiveness  of the Youthealth project with predetermined measures that assessed how the project performed by reference to the targets that were laid down by the project at the beginning of the  period, which was also the beginning of the project. By identifying how successful the project was the tools that are needed and approaches that should be adopted it can be  assumed that are looking at how these can be identified for use in later projects, this is specified as being useful for other health authorities. The goals themselves are only  identified later in the paper, and the report makes reference to them makes the purpose of the report clears. The three main  goals of the project were " to encourage young people to: identify their (social, cultural, health or economic) needs; be involved in the planning and provision of their local health  services; and seek professional help from services which are youth friendly." (page 20). 2. The conclusions appear to clearly related to the purpose of the project and are put forwards  in a simple to read and understand manner. The conclusions are a list of 7 key success factors for any future projects. These are concise and easy to identify, they
