The scale of the project was also so large that by the time it was to be implemented it was already out  of date and as such there were several changes in order to bring the specifications up to date. However, the main lack can be seen as the narrow focus  on IT, the employees would have to use the system and as the progress is made it is apparent that there are different aspects lacking and as there has been  little consideration of the users these potential problems were not identified early on in the planning stage. There are also issue of culture that are put forward as a  problem, however this may also be traced back to the way in which the project was originally conceived and then planned. Had there been involvement of the users of the  system from the beginning there would have been more support, the planning may have taken longer, but it would have been more likely to meet the user needs and require  fewer changes. For example, of the 112 comments received 111 all made negative comments regarding the choice to use a UNIX framework rather than a windows framework of the system.  Listening to the users during the development may also have allowed the out of date issues to be identified up to five years before they were. Question B This  is the most serous of all the problems, as although it may be argued as the most subjective it is also the root of all the issues and dealing with  this at the beginning and involving the users in the development with references made to them would have prevented many of the problems that occurred.
