The scale of the project was also so large that by the time it was to be implemented it was already out  of date and as such there were several changes in order to bring the specifications up to date. However, the main lack can be seen as the narrow focus  on IT, the employees would have to use the system and as the progress is made it is apparent that there are different aspects lacking and as there has been  little consideration of the users these potential problems were not identified early on in the planning stage. There are also issue of culture that are put forward as a  problem, however this may also be traced back to the way in which the project was originally conceived and then planned.
