The National Business Ethics Survey (NBES), which  encompassed a sample of approximately three thousand US employees, gathered information on observed misconduct regarding ethical issues. The NBES, which was conducted by the Ethics Resource Center, indicates a crisis  in business ethics (Ferrell, Fraedrich and Ferrell, 2010). This survey indicates that the level of consumer trust in the majority of American industries is on the decline. Similarly in a  2005-2006 survey that was conducted by KPMG, which an "international public accounting and consulting firm," close to 75 percent of the respondents indicated that they had personally observed misconduct take  place in their place of employment over the last year (Smyth, Davis and Kroncke, 2009, p. 229). In general, declines in the level of public trust are due to the  various business scandals that characterize the last several years. However, examination of this issue of business ethics shows that the path down the slippery slope from a high standards of  ethical behavior to a low or non-existent standard encompasses rationalization that are both large and small. For example, Edesess (2007) describes the deceptive practice of rebates, which advertise a  product at the after rebate price, but require the consumer to pay the full price. While technically, consumers can receive the rebate, they are presented with a long list of  requirements, which are often frequently convoluted, which leads many consumers to reason that "obtaining their rebate is not worth the trouble" (Edesess, 2007, p. 240).
