    metal parts, injection molded plastic parts and performs some assembly tasks for the T and P facilities. Each of the three facilities is operated as a separate business. Facilities T  and P are located in the same building. Facility S is located 70 miles away and across a large body of water. It requires at least 90 minutes to travel  between Facility S and the other two facilities. All three facilities come under the supervision of vice-president whose office is located in Facility P. Each facility is blaming the other  for a decline in quality, late and lost shipments or parts. For example, T and P claim S does not get the parts to them on time while S claims  they are sometimes a day ahead of schedule. S also testifies that some of the parts T and P claimed were missing were actually found in a semi-trailer in the  yard next to the facilities - it had not been unloaded. The following table reflects an analysis of the issues at Facilities T, P, and S. The first column of  the table outlines the problems. The second column presents recommendations to resolve the problems. The focus of the plan is quality control. The reader will notice that the recommended actions  are intended to establish a tracking record of shipments as well as a process to eliminate confusion. Identified Problem Recommendations * Facilities T and P require several shipments per  day to meet schedules for shipping to customers. * Both facilities claim S facility does not ship on time. * Receiving at each T and P will anticipate a shipment  from S to arrive every two hours. If the delivery is not made within a 15-minute window, the receiving foremen will contact the S shipping foreman to report the truck
