SA144bio.rtf The plight of the inner  city child is quite different from what suburban children have to face. In terms of family, wealth and education, children grow up in separate worlds. When looking at the "bad  neighborhoods" of New Yorks lower East Side, or at Harlem, or at East New York, one wonders how these places evolved to the present state. While the etiology of neighborhoods  is complex, also complicated is the analysis of a boy who grew up in the urban streets where few stand a chance. Some try to get out by playing basketball  or football. Some are lucky and have art talent or some other unusual skill. DeWitt White was a musician, and he hoped that would get him out of a lifetime  of struggle. In the end, a bullet ended the young mans life. No piano concerts were in his future. In contemplating the life of this boy, asking what went wrong  may help to comprehend juvenile delinquency in America. There are many implications and this problem must be discussed in a variety of ways. DeWitts story can help in the understanding  of how crime emerges and what can be done. While it was too late for him, it is not too late for others.  Waldman (1998) explores the life of the boy growing up in the inner city by the name of DeWitt White. Having trouble in school, it is discovered that
