    Summary of the research paper:

    In 2004 the UK Labour government published a document “Choosing Health” that outlined a new upstream policy for public health. This 9 page paper considers the contents of the document and examines these in terms of the overall strategy, looking in the context of the past health white papers and changes these have created and the relevant success or failure. The current proposals and strategy can then be placed into a larger context and considered in terms of its potential outcome. The bibliography cites 12 sources.

    the appointment of a the first ever Minister for Public Health (Hunter and Killoran 2004). However as with many former government policies there appeared to be a greater level of  rhetoric rather than reality as a service that is paid for by the public purse and with many resource constraints was put under pressure with increasing demands and pressure on  government to constrain public spending. Then dilemma may be understandable, but to serve public health there was the need for a broader approach that the resulting strategies which have, for  the most part, dealt with acute and chronic conditions rather than the wider range of issues impacting on public health. It may be argued with the publishing of the "Choosing  Health" document in 2004 that this indicated a return to the upstream positions and considerations. However, when looking at the strategies that  are followed we can also argue that this was a strategy the government were forced into as the balance moved too far away from an acceptable point of political equilibrium  driven by the NHS needing attention. There were many concerns regarding the length of waiting lists and the time taken to get treatment, this has resulted in these areas  of highest public visibility gaining most of the attention which meant the strategies were focused on treatment rather than public health. The Choosing Health Document may be readdressing this and  had the opportunity to bring public health back into the mainstream strategy. The document looks at bringing together three main areas; evidence and information, which includes the use of  medical research and cost effective analyses, workforce capability which includes skills and leadership and finally systems and local delivery which also includes leadership and effective partnership.
