    all form of crime, there is a need to stop perpetrators and hold them responsible for their actions. Crime in this country has reached epidemic proportions and part of  the solution lies in not allowing these crimes to go unpunished. Theft hurts everyone, by creating an environment of distrust, raising prices, and dealing with the effects of crime  such as psychological impact, etc. Colleges and universities are a microcosm environment and as such, they have some issues with crime that are particular to them. For  instance, rapes on college campuses are higher than elsewhere in the population as are stalkings. Sometimes even atrocities occur, such as murders or serial killings which remind us that  these beacons of higher education are not immune to crime.1 Campuses are especially vulnerable in that there is a large concentration of young adults and this group is more likely  than older adults to attempt to steal. Additionally, there are higher rates of drinking and drug use on campuses as opposed to the general population and this too influences  crime rates by giving perpetrators a false sense of bravado. In terms of prevention, it is very important to protect campuses from all crime - theft included.  It is essential for students to be safe especially in a campus setting where they often walk to and from classes and may participate in evening classes which require being  outside and alone at night. Furthermore, universities have much in the way of valuable possessions and those things are put at risk when preventative measures against theft are not  taken. These items can range from personal files, to unique collections, to rare artifacts, to office supplies, to money, to copies of tests - the items which students will
