Introduction  Developing effective hospital-sponsored community outreach education programs in upper New York States requires attention not only to the new plan which is being devised but  also to assessing the effectiveness of existing plans. The goals and objectives of the next three years are to develop stand-alone, financially independent, outreach programs. Given the uncertainties  surrounding the successes and failure of two catchment area programs which are currently in operation, the first task would obviously be to thoroughly evaluate these programs since their performance is
