The Haitian government as well as the ruling Familia  Lavalas Party have opposed the holding of legislative and municipal elections in November of 2002 and March 2003 ("Haitis Government," 2001). Pierre Charles praised the OASs role in the electoral  process, and claimed that the Washington-based Pan-American organization had sent mediators to the nation, since local and legislative elections took place on May 21, 2000 (2001). The May elections had  been considered fraudulent by some and some international observers also had negative comments as well (2001). The controversy is significant. The final results  of the May elections, which included the victory of the Familiar Lavalos Party was disqualified by the opposition ("Haitis Government," 2001). Many Americans would be shocked to hear such news  and they look at smaller, democratic countries and criticize political practices such as coups and corrupt elections. Yet, it helps to remember that the Bush/Gore election is still considered fraudulent  by some. Who could have known that the election would ever be so close as to render the electoral college the villain? Yet, it was not only the electorate that  was to blame, or the method of voting. Some have blamed the voting machines themselves and in any event, while Gore may have won the popular vote, Bush did win  the majority of the electoral votes.
