factors. In democratic countries the policies should, in theory represent the will of the people. However, the reality is not this simple. Governments are constrained; they are limited by the
resources they have access to and the values of the electorate. Governments are also made up of individuals from that electorate, as such not only will they be representing the
views, but more importantly where there is are social biases and discrimination, or skewed values, they are likely to bring them to power with them. Likewise where the politically system
is not fully representative and all the electorate do not have equal power, which is the case in all democracies, it is those with the most power that are likely
to receive the most representation in the way policies for formulated and enacted. In Africa the concept of democracy may not be new, but in some African countries the
practice is still new and many minorities do not receive full representation, resulting in a policy shortfall. The societies are all highly patriarchal, this may be argued as reflecting in
the policies, specifically in the health policies that concerns a womans health. Health is a basic issue for many governments and it may be argued as the states responsibility
to ensure that there are sufficient healthcare policies in place that will protect its citizenry. The provision may be private or state, but unless the correct policies are in place
