Conflict, Accommodation and Active Collaboration Written by 11/2001 Please In any area of public  administration, the problem of conflict and the need for accommodation and active collaboration is defined in correlation with the complexity of the project and the central factors that influence internal  and external decision-making. Ottawas Rideau Area Project, one of the more complex projects in public administration in Canada in recent years, reflects this central premise. More specifically, it  can be argued that this project demonstrates the complexities in addressing multi-sector, multi-level projects that require a high degree of collaborative effort. In assessing the different players, then, and  relating the process of collaboration, then, the successful view of public administration can be defined through this case study. Key Points of Conflict Ottawas Rideau Centre is  a shopping mall that also incorporates a number of different facilities, including a convention centre, hotel, and an office complex, all of which are designed to provide services for the  area, while also promoting improvements and economic gains for the area. The plan for the development of the project was to place it next to the Rideau Canal in  a historic region of the city, determining initial concerns regarding the ecological factors influencing the Canal as well as issues because of the proximity to the historical district and the  Ottawa Parliament.
