In this government should be the administrative embodiment of the voice of the people.  Democracy was first seen in a very direct form in Ancient Greece. Todays democracy is not of the same form and has far more far reaching powers. The way  in which the government works is one of representation of the people. But instead of there being a vote of the citizens on all different matters, the government is elected  to be representative of the people for a short period of time. As such has the responsibility of acting in the best interest of the citizens and the members of  the government should all represent the voice of their own constituents (Fitzgerald, 1999). This means that the polices and legislation enacted by the government in theory should be what the  majority of the citizens would favour if it were put to a direct vote (USA Today, 1996). This can be seen as  the way in which many opinion polls work. These are carried out regularly, and reflect the popularity of the government and the opposition. If the government behaves in a way  not seen as fitting, either personally or by them way in which they are using their powers then their ratings in the public opinion polls will drop (Fitzgerald, 1999). If  the public are dissatisfied then the ultimate chance to demonstrate this will be at the ballot box, when once again it will be the majority public opinion which will decide  upon the next government (Mansfield, 1995).
