As a result, there is a distinct  view of the importance of the information technology put into place and the way in which this kind of system reflects improvements in access to information. Utility is often the basis for decision-making in business because utility not only requires an assessment of monetary  value, but also a comparison of values in order to determine the highest expected gains (Schlaifer, 1961). For example, though the gains from not investing can be viewed as  gaining the investment when compared to the choice of not investing. "Any decision maker who wishes to choose among acts in a logically self-consistent manner must choose the act  which has the greatest expected utility" (Schlaifer, 1961, p. 39).
