period did not affect all the economic classes of people in the same way. The richest have had the hardest time and have paid the highest cost. MEXICAN LIVES  Mexico wanted to participate more fully in its own existence back in the 1940s; in doing so, national representatives implemented import substitution industrialization (ISI) as a means by which the  country could rely more heavily upon its own products rather than remain chained to imports from international countries. ISI was based primarily upon four essential components: growth of intrazonal  free-trade, adoption of a common external tariff, accomplishment of monetary agreements, and creation of regional institutions (Leitmann w95regional.html). The initial factor was achieved by means of bilateral commercial treaties  establishing a comprehensive trade that included all products save those that represented "specific exclusions" (Leitmann w95regional.html). Intrazonal free trade, which was first in application, was responsible for the significant growth  of regional commerce. Next came regional integration, which was "highly protectionist" (Leitmann w95regional.html) in nature in that it was a powerful incentive to industrialization. The third element was  instrumental in restricting the intent of international communities with regard to regions currency stability. Fourth and finally came the origin and implementation of multiple regional institutions as a means  by which to "maintain regional cooperation in the areas of research, policy making, and regional integration" (Leitmann w95regional.html). However, in spite of Mexicos tremendous attempts to secure its own urban  existence, ISI did not prove fruitful for the countrys people; in fact, inasmuch as Mexico fell into such a deep economic crisis during the 1980s, a brand new method of  implementation had to be put to work in order to save what the nation had worked so hard to achieve the previous forty years.
