Utilizing foot patrol, on the other hand, provides for greater maneuverability through areas that a car simply cannot traverse, as well as keeps law enforcement visible  for citizens and potential perpetrators alike to see. In contrast, foot patrol is not as effective as bicycle patrol, where law enforcement officers are trained to maneuver upon different  types of bikes depending upon the terrain they will be covering. The agility and speed of bike patrol lends itself to crowded areas where cars are impractical and foot  patrol is futile. One area of law enforcement where foot patrol is especially effective is seeking out drug dealers in residential neighborhoods. Indeed, there is virtually no situation that  a law enforcement officer is not trained to handle; rather, it is often the ability to reach the scene in timely fashion, which foot patrol officers are able to do.  Often arriving first on the scene of myriad situations, for example, at Mardi Gras, foot patrol officers are able to dispatch out for help from other officers, EMTs and  more because they were right there when the situation occurred. Combined with horse patrol, the officers who patrol Mardi Gras events by foot are able to mingle with the  crowd, maintain order and keep a much closer eye upon the goings-on than any car patrol ever could. "[The horses] really help us present a large police presence.  They give the officers a great view above the crowd and allow them to assist the foot patrol units very quickly" (Pignone, 1999, p. PG).  One of the distinct advantages of foot patrol is the ability to work with K-9 cops, the four-legged officers that help locate, flush out and capture otherwise elusive
