There is one toxic particle released that causes liver cancer but only in a very small number of individuals and  mostly when they are old. Donnelly states that when pollutants are added to already polluted air, does more harm than adding pollutants to air that is unpolluted. Since the cost  of pollutants that negatively affect health have to do with the amount of wages a person might lose and people in Third World countries earn a much lower wage. Only  one in a million persons exposed to the one chemical get liver cancer and then, typically when they are elderly and citizens of Third World countries do not live until  old age so they would not get the cancer. Finally, Donelly the cost of visibility-impairing pollution is much higher in countries where people will pay for good visibility and the  demand for clear skies has high income elasticity, thus the wealthy pay to live away from polluted skies. The cost of visibility-impairing pollution is therefore higher in a First World  country than in a Third World country. Donnelly makes an assumption that people in a Third World country may choose the benefits of employment at the plant instead of clear  skies. The issue for shareholders, the board and executives, at lest is bottom line profit and expedience. Building any kind of plant in the U.S. that releases any toxin would  be legally challenged by neighborhood residents. Once cancer is know to occur, the court would most likely place an injunction. Furthermore, there is no city in a First World country  that would tolerate any plant that resulted in a persistent haze in the air. It is possible, but not likely, that Rebecca would be less troubled by the memo if
