    issues has yet to extend to other areas of concern to the European community. One of those areas of concern are the inclusion of varying cultures in European cinema and  what this means for the future of European cinema. In 1996, the eighth Conference of European Ministers on Cultural Affairs met in Budapest to discuss these very issues and to  set standard policies in the areas of production, distribution, protection of archives, and regulations in regards to children, youth and the cinema (ECC 2002). What was concluded was that cultural  quality which was founded on diversity would be a basic tenet of any film and with the expectations that through this accurate portrayal it might become both window and mirror  into another countrys way of life(ECC 2002). One can understand that there will naturally be differences between the countries of Europe, not only in language and customs, but also economically.  With this in mind, it would seem that there might be some sort of provision made for those countries so that there might be some sort of assistance in the  production and distribution end of the cinematic industry. Perhaps there could be incentives for producers and directors to come to one of the more economically challenged countries to shoot a  movie. One of the major concerns, one might derive from the ECCs findings, is that older films might be lost or not preserved or that there might not be an  adequate archiving of those movies already in existence. Other countries would, one might think, wish to make sure that stereotypes were not perpetuated in films created and filmed in Europe.  To do this, one might naturally consider, a panel of censors or judges with representatives from the various participating countries, who would determine what was in good taste for the
