Commission Research Compiled for Enterprises Inc. 11/2001 to Use This Paper Properly, INTRODUCTION  The purpose of this paper is to explain the reason the international whaling regime embodied in the International Whaling Commission evolved in the way that it did. This interesting  paper takes an in-depth look at this history and world of the IWC. A HISTORY OF WHALING It was as early as the eleventh century that the northern whale  was hunted and was very prized for its products. The most important of these products was oil for lamps, but there were side products as well that made it  well worth the hunt. The whale hunting countries at that time were mostly Dutch in origin, although the British followed as a close second, as well as Americans and  Norwegians. The earliest whale that was hunted was the northern whale, and this is now the most endangered of the whale species. Later, the humpback and the sperm whale  were the main targets of the hunters, and it wasnt until the advent of the steam ship and such technology as the harpoon that the speedier blue whale and fin  whale could be chased down. THE WHALERS With more and more joining in to hunt whales, the whales became harder to find. Soon, whale hunting spreading mainly to  the Antarctic because whales gathered there in the summer to feed. Japan, in the meantime, was developing its own whaling industry in the gathering of the humpback and and  grey whales. It was the migration of whales worldwide and the crossing of not only the ocean but coastal waters that incited the need for international communication and agreement about
