It has been suggested that Hitler gave the go ahead to draw  up a complicated plan and that the order was given to Himmler and Heydrich (1989). It has also been thought that the Nazis were somewhat ambivalent in the autumn of  1941 as they attempted something which had never been accomplished before; they began by deporting German Jews, even before the design of the camps had been completed. It took just  a few months to throw some preliminary plans together and the building of the camps was in full swing (1989). The initial outline of the master plan involved the creation  of a draft to transport the people to the many killing centers. Once the decision was made to destroy the Jews, a plan had to be developed. Killing such a  large group of people required intense planning and a complicated order.
