    is a significant factor in terms of immigration reform. There are many examples of how illegal immigrants are harming the country. For example, once a Pennsylvania judge let 27  illegal aliens free despite the fact that they stole social security numbers (Sheehy 27). The judge sympathized with them as they were just trying to make a living (Sheehy 27).  In general, illegal immigrants are given a pass because it is thought that they come from harsh backgrounds and simply want to work hard and do good. That is the  stereotype. Yet, there are many immigrants who commit crime and that is something that is all too often ignored. With 9/11 a recent memory, it pays to get tough on  immigration. Immigration policy must change. A students thesis is that immigration policy should be restricted and allow in only people who speak the language and it also should prohibit  immigration from any country involved with terrorism. II. Development Plan The first part of the thesis suggests that only English speaking immigrants be allowed in the country, something  that would go to an adoption of English as an official language. This is quite controversial in a nation that has been increasingly becoming bilingual. Yet, this is a serious  issue in America today. Recently, the Senate looked at the problem, and actually introduced two amendments to declare English as a common and unifying language (Castle). In fact, it was  proposed as a part of an immigration bill (Castle). To date, twenty-seven states have actually implemented laws to declare English an official language (Castle). In seeing immigrants assimilate in  America, it is fair to expect them to acquire English (Castle). Whether or not policies should be required is debatable (Castle). The students proposal suggests a requirement that
