The benefits of introducing TQM to  either a company as a whole or to a single department are manifold and would be very applicable to a department where all customers are internal customers. The real estate  division within a bank serves other department, so the value is not only in creating more efficient operation for the division, but the way in which this could help to  create more value for the company as a whole and help with the attainment of the business goals. To develop a plan and define job roles as well as  create a budget we first need to look at what TQM is and the roles or tasks that will need to be fulfilled on order for the introduction to go  ahead. 2. Planning for TQM To plan for a change it is important to know what they change is going to be.  line with any other type of strategy, TQM is only made up of components that may facilitate the creations of a successful organization or the improvement of performance, alone it  is not a transformation device that will automatically result in improvements (Thompson, 2007). In a report sponsored by Proctor and Gamble in 1992 of the Total Quality Leadership and Steering  Committee and Working Councils there was a definition reached which was also endorsed by the business and academic communities. This definition read "Total Quality (TQ) is a people-focused management system
