There has been a dearth of special education teachers for several years, and increasing pressures on local and state budgets place even greater stress on school districts ability to attract
and then retain qualified, caring special education teachers. The local school district has made available $10,000 annually for three years - a total of $30,000 - to be used
in attracting and retaining ten additional special education teachers. The purpose here is to devise a plan for using those funds with two leading goals: cause teachers to feel
valued and benefit their students. The Incentive Plan The proposed plan will send two of the ten teachers to the annual conference of
the Teacher Education Division of The Council for Exceptional Children. The District cannot underwrite the conference for all ten teachers; to provide any reward for all ten teachers it
will be necessary to limit conference registration and travel expenses to only two teachers each year. The budget in Table 1 represents a pared-down one that does not include
car rental, hotel parking or a great deal of spending money, but it does provide for the basics and enough cash to travel locally by taxi as well as enjoy
