Civil Aviation Organization (ICAO) is a specialized agency of the United Nations (UN), established in 1944 for the purpose of promoting greater safety and uniformity of safety standards among airlines
throughout the world. The ICAO establishes, sets and oversees standards and regulations that include security, efficiency and environmental protection but focuses primarily on safety in all civil aviation.
There are 190 member states that form consensus and operate their aviation industries according to ICAO standards. Standards are initiated either by the
