    32). The United States government has tried to eliminate Internet gambling but it was to no avail (Lilley 123). When it comes to gambling in general, politicians often do not  support it. When asked about incorporating a lottery, Bill Bradley is quoted as saying: "I am not prepared to risk the values that sports instill in youth just to add  a few more dollars to the state coffers" (qtd. In Millman 34-35). Gambling in general is thought to be distasteful by the majority. Despite that, Internet gambling is only becoming  more and more widespread (Nelson 19). There are two ethical issues as it respects this dilemma, one of which pertains to gambling on the whole, and another that pertains to  Internet gambling exclusively. One can make a case against all forms of gambling. Many religious people oppose gambling, despite the fact that they use gambling fairs to raise money for  churches. Some on the other side of the fence believe that morality cannot be legislated. Either way, gambling causes social problems. One problem with gambling is in fact gambling  addiction, which experts claim is truly an addiction. Alexander and Roberts note that the "gambler is actually involved in the process of escape" (13). Elster contends that gambling addiction comes  about slowly and the first step is that someone finds himself in a certain environment (Alexander and Roberts 13). Unlike alcoholism for example, where the society drinks socially and someone  who is predisposed begins his descent, gambling is not all that common as a social element. People purchase lottery tickets, and that is all around, but not everyone looks forward  to the monthly card game. Many people do not even play cards or bingo. And when they do gamble, it is generally something unusual. They may have a monthly game
