A student writing on this subject should  point out that financial considerations play an important role in the system as a whole. In the state of Iowa, foster parents receive a monthly payment to care of  a foster child ("Department," 2003). The rate of payment is determined by childs age and special needs (2003). A rather intricate scheduled is produced based on age and needs of  the particular child. Maintenance payments go from slightly more than $14 per day (2003, p.PG) for a young child without special needs to more than $30 per day (2003,p.PG) for  a special needs child. That translates to a monthly payment of between $400 and $900 per month. Although many foster parents spend their own money to give their foster children  extras that would not be covered by the stipend, some families misuse the money provided by the government. A student writing on this subject will want to point out that  while the financial aspects of the foster care system are thought to be tied to this monthly fee, there are other costs. Obviously, the cost of administering such a program  entails the running of a department and employing social workers and other staff. While the money comes from the government, Iowas system is based on a law that embraces the  idea of decategorization of welfare funding. Iowas decategorization agreement requires that the department and the decategorization governance board agree upon a budget within sixty days of the date  that the regional group foster care budget targets are determined ("232.188," 2003). This falls under 232.143 and is for the fiscal year to which the budget applies
