    believed all along that other global nations were just as impacted by 911s terrorist attacks as it was, expecting all the while they would become part of Americas coalition when  wartime ultimately arrived. When this was not the case, it became painfully clear how several countries - namely France - were nowhere near the level of intensity that America  harbored against Iraq. "...The 18 months since have made plain that Europeans are nowhere close to understanding the events impact on the American psyche. The French meanwhile assumed  that, if they themselves did not feel terrified by the arrival of terrorism in New York, anyone who did was overreacting" (Parker, 2003).  Analyzing the pros and cons of any war requires one to understand the fundamental nature of coexistence upon a planet where far too many people believe it to be their  inherent human rights to oppress and intimidate others. The situation with Iraq has most certainly been building in intensity for quite some time, with President Bush Sr. first having  the opportunity to address the same issues that now faced his sons administration decades later. Being that nothing had changed for the better between these two presidencies, with clear  indications that things had in fact become significantly worse, the decision to forcibly enact these necessary changes was a long overdue approach to many; to others, however, it only served  to reinforce the overwhelming sense of Imperialism that they contend has enveloped Americas White House. International law, which governs environmental treaties, was developed  as a means by which nations would become legally bound with regard to conduct; if effective sanctions had not been put into place in order to ensure such cooperation, warring
