This policy statement is concerned with how to stop the state to state dumping in Wisconsin and how Wisconsin can reduce the negative  effects of landfills. POLICY PROPOSAL The state of Wisconsin needs to quit allowing other states to import their garbage to the state and filling up our landfills. The  negative effects of landfills are becoming a major concern in the state of Wisconsin and plans must be implemented to reduce or stop the negative effects of these landfills.  REASONS FOR THIS PROPOSAL According to the State of Wisconsin Waste Management Program, each resident of the state "generates an average of 1,560 pounds of solid waste each year, or  4.27 pounds per day, including each persons household waste and share of commercial waste" (Waste Management Program PG). Fortunately for the state, about thirty-six percent of that is recycled,  which is up from only seventeen percent in 1995. These percentages do not even include the composting and mulching that people do at home instead of putting those materials  into the public landfills; if that amount were included the percentage would of recycled waste would jump to forty-one percent which is a much better figure than the national average  of only twenty-seven percent (Waste Management Program PG). Because the dumping of garbage by other states in the state of Wisconsin is such a moneymaker, bringing in over two million  dollars in one year alone, the state continues to allow this practice. Governor Tommy Thompson has vetoed all bills that would raise the price unreasonably high which would then  serve as a deterrent to other states (Smith PG).
