    exact method of communication. However, there are differences that can be seen in the way that an individual may be competent in a language and the way that they then  perform that language. There are several ways that this can be considered. The first is to look at the definitions., The word competence means that there is an ability to  use a language, to pen the words or to speak them, knowing what they mean and hw they can be used. Competence is the ability to use something adequacy  or with an ability. This may mean there are qualifications. This is different form the performance of the language. If we look at  one example, we may argue that Shakespeare, the well known playwright knew how to use language, using not only the words that appear to speak to the soul and have  meaning nearly four hundred years later, with the same messages. There are many writers that look at similar subjects, but do not gain the same level of skill recognition for  there work, it may be argued that they do not have the same level of competence. If we use the example of a play we can look at this further.  The role of a play may be to entertain and inform, yet, whatever the purpose of the play there will always some social constraints and constructs that the playwright cannot  escape, and these are reflected either openly and directly, or more subtly in the way the play evolves and the characters are developed. The issue is how these are used  and how they are developed. The writer has free choice, they can place whatever words they want in the mouths of their subjects, they are creating on a blank canvas.
