The dilemma at hand is that the rules on Alternative  Minimum Tax are changing and the IRS does not know if it will be able to meet the challenge in time for tax season. First, it is a good idea  to provide an overview of the history of the IRS as it involves computer systems. In 1953, the IRS would undergo a reorganization and by 1959, it had the  globes largest collection, accounting and forms-processing facility ("History of the U.S. Tax System," 2007). Computers were quickly introduced in order to streamline and automate the work and to improve customer  service ("History of the U.S. Tax System," 2007). By the time 1967 rolled around, all of the IRS services were automated by computer systems and when the late 1960s arrived,  the organization developed a computerized method of determining which tax return would be selected for audit ("History of the U.S. Tax System," 2007). Today, the IRS handles many more tax  returns and has many automated functions. One can pay their taxes online with a credit card, file their returns electronically and do most anything one might decide to accomplish with  a private organization. The IRS had gotten an overhaul in recent years and did become an organization that is friendlier than it had been in the past. While things  are rather well coordinated, the IRS now faces a new challenge. Godfrey (2007) remarks that while Congress continues to debate a long standing AMT issue, its hands are to  some extent constrained by both law and technology. That is, the computer is programmed with old software which will need to be updated if in fact a change takes place
