    enterprises and to upgrade the efficiency and competitiveness of that countrys industry. So far, more than one third of the targeted companies have been privatized (Anonymous PG). The question  as to the differences between the United States and Russian sometimes all come down to the fact that both countries are made up of people. And while those people  may have inherently different beliefs, people are still looking for the basic things in life: shelter, food, and a way of life. In many respects it would seem the  two peoples could not be that different as far as basic needs are concerned. The main difference between the Russian people and those of the United States is, of course  the basic way of life. In Russian the quality of life and life expectancy have been declining. The infant mortality rate and infectious diseases are rising. While  the population is suffering from inadequate nutrition, alcoholism and smoking addiction are rife. Soviets are guaranteed access to free health care, but most hospitals lack proper facilities, basic supplies  and medications. Russia has an oversupply of physicians, and these physicians are poorly paid and inadequately trained. Factory workers earn twice the average salary of doctors who receive  only twenty four dollars per month. Due to a lack of confidence and choice in medical care, most Russian people refuse health care. This is in direct contrast with  the United States, where quality of life continues to improve, and the major problem of the people is being overweight, resulting from too much rich food. The United States  has a good supply of physicians, but unlike Russia, the American doctors are well-paid and are considered more elite than most of the general population. While not everyone has
