Within the academic realm there are generally two approaches to analyzing human service practice, one of which is a critical  look and the other is a post-structural critique on the subject. However, before delving into the subject analytically it pays to look at the problems manifested in Australia. One research  project for example sheds light on several things; it is a study that was conducted by a small agency in the rural part of Victoria in 1997 (Smith, 1999). There  had been an attempt to better comprehend the effects of three State Government actions in respect to the well-being of the rural community (1999). Such actions had been equated with  the amalgamation of local government as well as the privatisation of public utilities and a truncating of formerly available community services (1999). The research project had been implemented  with the use of case study methodology and the project utilized questionnaires as well as participant-observation and media analyses (1999). The study also considered service evaluations and reviewed significant literature  in order to obtain a broad range of information that relates to the peoples perceptions of effects of particular government actions (1999). Many findings had shown that social  capital had not fared well and this is attributable to Victorian State Government actions (1999). While the study was based in East Gippsland, the research conducted by other groups  have indicated similar conclusions (1999). Also, anecdotal evidence demonstrates that when research is presented at places in other regions of Australia, the response has demonstrated a familiarity with the  problem (1999). It in fact does appear that there is a problem in this area. Again, to analyze the situation requisites different paradigms. Each method of evaluation will yield a
