But  because of Germanys debt that had been incurred in previous years they were unable to pay what was due. Germany acquired this debt, many felt, because they had been  too passive. This snowballed and the country was met with excessive inflation and "economic chaos" (Spielvogel PG). This made the timing just right for the dreams of an  overthrow by the right wing extremists of the time. The thoughts of a dictatorship were looming. Because Germany had been unable to pay their debts French and Belgian occupied  them at the Ruhr in January of 1923. Once these things were set in motion, it set in place actions that had begun in 1920 Munich. It was  in 1920 in Bavaria that these radical right wing groups had begun forming and making their desires more openly known. At the time of the Weimar rule in Germany,  police did not report to the central government but rather to the federal states. This was one reason the police in the Bavaria area protected the Nazis, the right-wing  groups that had formed at the time. The police had chosen to use their power to protect the rights of groups such as these rather than to take  action against them. This allowed the Nazis to become more powerful during the Weimar regime. As the Nazis became more brazen and prominent, it was seen that court  rule was becoming harder and harder on the left-wing supporters while at the same time openly giving their support to the right-wing extreme (Spielvogel PG).
