Notes that while on the one hand Russia denounces nuclear proliferation, she is on record as supporting nuclear proliferation in the Middle East, China and South Asia. The problem which confronts the U.S. therefore, regardless of the choice which is made as to whether to emphasize maintaining international stability or heading up a worldwide move toward democracy, is determining Russia motives in nuclear proliferation and addressing those motives.
