While much literature has been written on how management is concerned with making the most of human resources to distinguish  a company from its competitors, perhaps a better way to look at it is how human resources might better be matched in order to help enhance organizational success. There  are many paths an organization can take to realize this goal. Morgan, Gareth. Images of Organization. (Thousand Oaks, CA: Sage Publications, 1997). Images of Organization by  Gareth Morgan emphasizes the ways organizations can further tap their greatest resource: the employee. In order for an organization to work efficiently, the manager should take the responsibility of  thinking about the plans for planning and designing the work, while the workers are left with only the task of implementation. In this way the workers do what they  do best while the manager is there to do what he should be doing: leading the organization in an effective and efficient manner. By forming work groups and utilizing  the team as a creative unit, Morgan emphasizes that this cant help but to improve employee production thus improving the bottom line of the business. People in Human Resources are being asked to manage systems, and they depend upon rules to create fairness within those systems.  "Managers dont care about the rules, they care about getting the job done.
