Well then finish off by comparing and contrasting the four principles of design  (Williams model), then fitting in which principle is likely to be the most applicable one for this particular proposal style and budget.  Before we begin, it probably would be a good idea to review why proposals and proposed budgets are created in the first place. According to Johnson-Sheehan and Dragga (2002), the  main reasons for writing proposals are to clarify issues, define a problem or opportunity and to provide some type of roadmap as to how someone is planning to get from  point A to point B. Describing the current situation, the authors note, is important, as doing so pretty much gives the reason for why a proposal is written in the  first place (Johnson-Sheehan and Dragga, 2002). Then developing a plan needs to be indicated - with goal-setting (and answering the "why" questions) being of importance as well (Johnson-Sheehan and Dragga,  2002). Proposals also should include qualifications, costs and benefits, as well as an introduction (Johnson-Sheehan and Dragga, 2002). Again, all of these revolve around stating the problem (or opportunity), then  developing the proposal as the reason why such an opportunity should be pursued (or problem should be solved). When it comes to  the budget part of the proposal, this section would include inventing the budget (basic costs versus proposed revenue or funding) and why a budget is structured in such a way.  The student has been asked to examine one of the following four elements in this paper; itemized budget, non-itemized budget, fixed budget
