Conservative think tanks and foundations, such as the Heritage  Foundation, the Cato Institute and the American Enterprise Institute, have become a powerful force in American politics, rewriting the social agenda established by decades of liberalism and a traditional of  humanistic values (Stefancic and Delgado, 1996). Former vice president of the Heritage Foundation, Burton Yale Pines, has called think tanks the "shock troops of the conservative revolution" (Mesler 1997,  15). There are now a plethora of Washington-based, rightwing think tanks that, as with Heritage, play a pivotal role in bring the conservative message to Congress, the media and the  public (Mesler 1997, 15). This message has greatly affected both foreign and domestic policy. Stefancic and Delgado point out that conservatives have largely succeeded in obtaining their goals in regards  to immigration reform, attacking affirmative action programs, welfare reform and tort reform (1996). Joshua Murachik, quoting Elizabeth Drew in the New York Review of Books, asserts that neoconservatives and their  associated think tanks are the group most responsible for getting the US involved in a war with Iraq (2003, 26). The political significance of conservative think tanks can be demonstrated  by looking at the resumes of many people in key positions in the Bush administration. Donald Rumsfeld and Condoleeza Rice are both veterans of the Hoover Institution in California,
