    the 1950s against the 1970s in order to make more sense of the world. But the fact is that the 1960s did happen. People did endure the Vietnam war and  a new kind of feminism that allowed little girls to wear pants to school and enter the Good Old Boys networks when they grew older. An important observation is that  the political parties also changed since that time. The relative balance of power does seem to shift throughout history and the one most important factor is who is in office  at the time. Of course, some may argue that if one has a certain party presence in the Congress it will have an effect, and that is true, but in  examining history, the most important factor in determining balance of political power in terms of parties is to look at who is President of the United States. Not too long  ago a shocking report was released suggesting that pre-teens are having oral sex parties. One only has to look at the sitting president, Bill Clinton, to see that he set  that mood. And it is true that Democratic leadership, in terms of sex education and reproductive issues, has always supported free choice for teens, handing out condoms and providing abortion  on demand, something that Republican leadership has protested against. The point is that the presidency matters. And also, that it was not only the Democratic platform that created the social  change in terms of sex, but it was the presidents own untoward behavior. Presidents and first ladies are trend setters. When Jackie O. wore hats, for example, all American women  began to do so. What presidents actually do matters in terms of how the society progresses socially and economically. While many point to the fact that it is the 2000s
