    Whether emotional, verbal or physical, abuse extracts a toll from its victims, leading them to feel powerless to change the situation in which they feel they have become  trapped. Shelters providing emotional asylum for battered women may be well-suited to meeting short-term physical needs but be ill-prepared to assist women in overcoming the effects of traumatic events  that have led to the development of post-traumatic stress disorder (PTSD). Sanction begins with association with agency management but rests with the individual seeking help. Agency and Target Population  The Agency "Safe Horizon is a non for profit agency, that provides services to crime victims. The mission of safe horizon is to  provide support, prevent violence and promote justice for victims of crime and abuse, their families and communities." Target Population The target population is  women who have been the victims of "rape, sexual abuse and incest." There are no socioeconomic qualifications or limiters; the only requirement for membership is gender and suspected PTSD.  "Suspected" PTSD rather than requiring formal diagnosis is included because many of those women who live within the confines of the target group either have no access to professional  diagnosis or believe they do not. PTSD The American Psychiatric Association has specific guidelines for diagnosing PTSD, specifying that the ordeal which has  triggered the syndrome be "outside the range of usual human experience. Thus the syndrome excludes psychiatric conditions precipitated by a divorce, the death of a loved one, or the  loss of a job" (Petit, 1991; p. 56).
