Bryan Babcock for the Paperstore, Inc., November 2000 Introduction The idea  of punishment has been with us since the beginning of time; but relatively speaking, the prisons "system" is less than two hundred years old. It is not that the  concept did not exist, but earlier in history, it was a somewhat simpler presentation- torture, mutilation or death. And there are still places in the world who do  use those techniques. On the other hand, incarceration of citizens has grown throughout the world, so that now, there are different types of principle-based systems that a country can choose  to contain its felons. What we will do, in this discussion is examine two different principles in the corrections system, one in Germany and the type generally used throughout  the United States. The physical structures may appear similar, but what we will look at is the ideas behind each. State of society/ drug use soars The United States  has five percent of the worlds population and twenty-five percent of the worlds prisoners. According to Marzinsky (2000) more people are currently incarcerated in the U.S. than in either  Russia or China. Fifty percent (at a minimum)of those now incarcerated, have admitted that they were under the influence of an abusive substance during that time when their crime was  committed. There has also been an increase in the use of drugs through out the world, the United States is not alone in that particular malady, however the
