First because we question our own perception of the event - did I really just see that? Did it really happen?  Second, because if we are already questioning ourselves, we probably are not very sure about how to proceed, with whatever is to happen next. It is also logical that one may be prompted to make different decisions depending  on whether one is a consumer, or customer of a given business product, or whether one is an employee, and working within the system.
