which handles food distribution for the holidays. Such programs are popular throughout the country and begin at the basic grass roots level, such as a PTA, or through other
service organizations. An example of such a program is one which was started in Atlanta by retired Lt.Col.Joseph C. Barto; he began a holiday food basket program which soon
turned into a voucher system program ("Where" D04). This latter expanded version of the food basket idea allows eligible soldiers to take a voucher to a commissary and obtain
a complete holiday meal for themselves and their families (D04). To provide a program evaluation, loosely based on Bartos creation, a program called Food For Vets will be analyzed. First,
in designing a program, it is important to understand who the stakeholders are. Stakeholders are those who are involved with activities at a public or private business as they have
expressed a personal or professional interest in it (Price 36). The stakeholders for Food For Vets would most likely be retired veterans who volunteer their time or provide money to
run the program. Other investors might come from the larger community. People who are well off and give to charities are likely stakeholders. Finally, a third type of stakeholder might
be men and women who live in the community and want to volunteer their time, or give money, to a worthy cause. During the holidays, Food For Vets would distribute
baskets of food to needy clients in the community. While the scope of the program would be limited to needy veterans, it would be of interest to the mainstream as
