A 12 page paper presenting a proposal and
rationale for requiring that Connecticut's oldest operating power plants no longer be exempt from
any current standards. Technology exists now that was only dreamed of in the 1970s; the
business of pollution abatement is old enough that it is no longer a high-dollar item relative to the
benefits it provides. Newer power plants are far more efficient than are older ones, both in their
use of power-generating fuel and byproduct emissions. Industry has come to the place that power
plant emissions are far less of an issue now than in the past, but there are older installations that
were exempt from original standard-setting and have managed to remain so over the decades.
